Intended to centralize thirteen Marin County departments, the Civic Center encompasses an entire campus of elongated pink stucco civic structures: The Administration Building, and a four-story Hall of Justice together spanned the valleys between three adjacent hills. The visual focal point was the flattened blue dome of the circular library and its connected gold tower.
